Competition Sites
The following two existing children’s playgrounds in LCSD’s venues are selected for the Competition:
- Ap Lei Chau Park (the existing play area is about 430sq.m.; the area of the competition is about 4,330sq.m.), and
- Po Wing Road Playground (the existing play area is about 500sq.m.; the area of competition is about 1,200sq.m.)

Eligibility
The competition is open to :
Full / Professional Members of
- The Hong Kong Institute of Architects (HKIA);
- The Hong Kong Institution of Engineers (HKIE);
- The Hong Kong Institute of Landscape Architects (HKILA);
- The Hong Kong Institute of Planners (HKIP);
- The Hong Kong Institute of Surveyors (HKIS).
or registered professionals
- registered architect under Cap.408
- registered professional engineers under Cap.409
- registered landscape architect under Cap.516
- registered professional planner under Cap.418
- registered professional surveyor under Cap.417
Submissions shall be made in Participant’s own capacity.
For Team Participant, a team member shall be nominated to act as the Team Leader. The Team Leader must be a full / professional Member of HKIA, HKIE, HKILA, HKIP or HKIS, or a registered architect under Cap.408/ registered professional engineers under Cap.409/ registered landscape architect under Cap.516/ registered professional planner under Cap.418 /registered professional surveyor under Cap.417.
Each Participant of individual Entries and Team Participant Entries must not be participating in more than one Entry. Any Entry involving duplication of Participants in registrations will be disqualified.
It should be reminded that some professional institutes have promulgated Code of Professional Conduct requiring Members to permit their subordinates and others they employ or superintend to enter architectural competitions with their prior knowledge on the understanding that it would not adversely affect the Member’s Practice or firm. For Participant who is a government officer, he or she is reminded to seek consent from his or her supervisor and consider conscientiously that there is no actual, apparent and potential conflict of interest prior to joining the Competition. By registering for the Competition, Participants are deemed to have obtained the necessary consent from their offices or employers for participating in the Competition.

Implementation of the 1st Prize Winning Entry
- It is the intention of the Government to adopt the design ideas and concepts of the 1st Prize Winning Entry with or without modifications for implementation of the transformation of the public play spaces. Consideration may also be made to integrate suitable parts or elements from the design ideas of all Winning Entries into the design to be implemented.
- It is the intention of the Government to invite the author of the 1st Prize Winning Entry (the Team Leader in the case of Team Participant) to participate as a design advisor to involve in the subsequent design implementation construction stages of the transformation of the public play spaces if considered appropriate.
Entry Requirements
The Mandatory Entry Submission Requirements are set out as follows :

(1) | Entry Form |
The original set of the duly completed and signed Entry Form (Annex 1), with 6-digit Confidential Registration Number inserted, by the Participant and, in the case of a Team Participant, by each member of the team, together with the Deed of License and Undertaking (Annex 2). | |
The Entry Form shall be enclosed in a sealed white opaque A4 envelope clearly marked with “Confidential – Entry Submission for Imagine Your Play Spaces – Design Competition for Public Play Spaces” , then securely affixed on the outside of the A2-sized wrapping envelope for submission. | |
(2) | Proof of Eligibility |
One (1) set of true copy of the proof of eligibility, i.e. membership certificate of the professional institute, or the Certificate of Renewal of Registration issued by respective registration body, of the Participant or the Team Leader in the case of a Team Participant shall be enclosed in the same A4 envelope. | |
(3) | Participant’s Deed of Assignment and Undertaking |
The original set of the duly completed and signed Deed of Assignment and Undertaking (Annex 3) by the Participant and, in the case of a Team Participant, by each member of the team. It shall be enclosed in the same A4 envelope. |
Design Submission |

(1) | Entries shall comprise two (2) A2 size (594mm X 420mm; maximum 13mm thick) foam board presentation panels in landscape layout format for each competition site and numbered at the back as shown below for presentation and display purpose. All drawings are to be prepared in the metric scale. | |

(2) | All presentation panels must be marked with Confidential Registration Number, on the top right hand corner on the back of each drawing. No other identification marks shall be used. All presentation panels shall be enclosed in a sealed opaque A2-sized wrapping envelope. | |
(3) | The Entry for each competition site shall contain the following drawings: | |
(i) | Location plan (Scale not less than 1:5000); | |
(ii) | Layout plan of the PPS of Ap Lei Chau Park in scale not less than 1:300 or Po Wing Road Playground in scale not less than 1:200; | |
(iii) | Elevation and/or Section of the PPS of Ap Lei Chau Park in scale not less than 1:300 or Po Wing Road Playground in scale not less than 1:200; | |
(iv) | Computer renderings, perspectives or axonometric drawings showing the spatial arrangement, architectural features and its relationship to the elements and surroundings; | |
(v) | Any other diagrams, illustrations or details that can show the ideas and design concepts. | |
(4) | Photographs, diagrams, collages, sketches, photomontages and any other means of 2D presentation are permitted to illustrate the concept of the site-specific considerations, general layouts of the public play space designs. Such information, however, must be presented within the A2-sized presentation panels. | |
(5) | A design statement explaining the detailed design ideas and concepts shall be submitted. Separate design statements shall be submitted for each competition site if participating in both competition sites. The design statement shall be in either English or in English with Chinese translation in not more than 500 words for each competition site, and each printed on one (1) A4 international size paper which shall be 297mm x 210mm. The font type shall be Times New Roman at font size 12. The Confidential Registration Number shall be marked on the top right hand corner on the rear of this A4 paper. No other identification marks shall be used. The design statement shall be enclosed in the A4 envelope mentioned above. | |
(6) | All documents, presentation panels mentioned in clause 3.4(2) in the Competition Document shall also be submitted in a DVD-ROM format. The Confidential Registration Number shall be marked on the DVD-ROM. No other identification marks shall be used. The DVD-ROM shall contain: | |
(a) | A2 presentation panels in full size (594mm x 420mm) in PDF format of resolution not less than 300 dpi; | |
(b) | Design statement in Microsoft Word and pdf formats; and | |
(c) | Maximum 8 key perspectives or images in JPEG format of resolution not less than 300dpi extracted from the contents of the two A2 presentation panels. | |
The DVD-ROM shall be enclosed in the A4 envelope as mentioned above. |
Entry Submission
Entries shall be submitted by post or by hand, and must be received by the Competition Advisor from 10:00am, 28 September 2022 to 3:00pm, 5 October 2022 during opening hours below (excluding Saturday, Sunday and public holiday) according to the following arrangement:

Submission by Hand:
For submission by hand, the entries shall be submitted during 28 September 2022 to 5 October 2022 (excluding Saturday, Sunday and public holiday) according to the following arrangement:

The entries shall be submitted to Committee Room South, 7th floor, High Block, Hong Kong City Hall, 5 Edinburgh Place, Central, Hong Kong, during 10:00am – 3:00pm.
Delivery by hand covers delivery by individual in person, by courier companies and express courier services. Entry submissions not delivering to the designated entry submission location will be disregarded.

Only Hong Kong Post will be accepted for delivery by post. Delivery by courier companies will NOT be treated as delivery by post. Entry submissions not delivering to the designated entry submission location will be disregarded.
Late submissions, those without registration or entries not delivering to the designated entry submission location will not be accepted. Please refer to clause 3.4 of the Competition Document on the mandatory entry submission requirements.
