The Background

  • Leisure and Cultural Services Department (LCSD) manages over 650 venues with outdoor children’s playgrounds. With the positive feedback from the community on the transformation works of the children’s play space in Tuen Mun Park into an innovative inclusive playground, the Government is committed to transform more of the existing play spaces.
  • To make public play spaces (“PPS”) more innovative and fun as well as to meet the aspirations of local residents at the same time, the Government announced in the Policy Address in 2019 the launching of a five-year plan to transform more than 170 public play spaces under LCSD.
  • Ap Lei Chau Park and Po Wing Road Playground (“the Competition Sites”) are the two selected PPS venues which the transformation to be launched in 2022-23. LCSD and Architectural Services Department (ArchSD) are co-organising this design competition to encourage target professional individuals and groups to contribute innovative design ideas, concepts and proposals for the transformation.

The Competition

  • The Competition invites interested full / professional Members of the Hong Kong Institute of Architects (HKIA), the Hong Kong Institution of Engineers (HKIE), the Hong Kong Institute of Landscape Architects (HKILA), the Hong Kong Institute of Planners (HKIP) and the Hong Kong Institute of Surveyors (HKIS) and registered professionals concerning these institutes to contribute innovative design ideas, concepts and proposals for transformation of two existing children’s playgrounds in LCSD’s venues into more attractive, user-inclusive, challenging and fun to play public play spaces for implementation, reference, or adoption by the Government.
  • The Competition aims to help champion design excellence and cultivate design talents.

The Objectives

  • This Competition is a single-stage design competition, aiming to collect innovative design ideas and concepts for the transformation of public play spaces, and the objectives of transformation works are:
    • To transform the selected PPS into a more attractive, user-inclusive, challenging and fun to play PPS with flexibility in creative play;
    • To champion outstanding design that integrates and harmonises with the surrounding environment with local culture;
    • To provide a safe, inclusive and universal PPS.
